Multiple Agents issue

When using multiple Ai's with the same behavior what determines the Order in which they are run?

Multiple Ai's attack the player once a global timer has run out, at the end of attack the timer gets reset.
In this scenario one Ai with the highest script priority? will always attack and the rest will wait for the timer.
I would like the Ai to move down in priority after attacking until all of the Ai's have attacked.

Is there a builtin solution to this problem?
