A* Pathfinding Wander

I am having some trouble with the A* pathfinding "wander " function.

In my scene I have 100 cattle, out of all of them there is always a quarter to a half of them which never start walking, this happens sometimes when I have just one cow as well.

They are all identical to the original prefab and at any given time half or more are working properly.

Is there any indication as to what this might be or is there some way I can debug it to find the cause? Im leaning towards it being and A* problem but im unsure so I've asked on both forums.
